They are to join you and attend to the duties of the Tent of Meeting, doing all the work at the Tent; but no outsider may come near you.

The LORD is speaking to Aaron, setting out how the sanctuary will be staffed after the rebellion in chapter 17. The Levites are given to Aaron as helpers, but their service is carefully bounded: they may do the work of the Tent of Meeting, yet they must not approach the holy furnishings or the altar, on pain of death.
