The LORD has just told Moses and Aaron how the twelve tribes are to arrange themselves around the Tent of Meeting, three tribes on each side, each under its own standard. Verse 9 closes the first of these four groupings: Judah, Issachar and Zebulun camp together on the east side, toward the sunrise, and their fighting men total 186,400.
