Balak, king of Moab, has hired the seer Balaam to curse Israel, and twice already God has turned the curse into blessing. Now at a third site, the top of Peor, Balaam repeats his instruction to build seven altars and prepare seven bulls and seven rams, the same ritual as at the earlier heights.
