The LORD is speaking to Moses on the plains of Moab, instructing Israel about the Feast of Weeks, the day of firstfruits. After the burnt offerings of bulls, a ram and seven lambs, verse 30 adds one male goat as a sin offering, brought so that atonement may be made for the people.
