The Gadites and Reubenites are speaking to Moses after he has warned them that settling east of the Jordan while their brothers fight could repeat the failure at Kadesh-barnea. In verse 19 they accept Moses's condition: their men will cross armed to help conquer Canaan, but they will not claim land there.
