Explanation preview
The LORD is speaking to Moses in the plains of Moab, just before Israel enters Canaan, and verse 12 closes the eastern boundary of the land. The line runs down the Jordan valley and ends at the Salt Sea, the Dead Sea, so the eastern edge follows the river that will also be Israel's entry route.
