The LORD is speaking to Moses as Israel camps on the plains of Moab, about to enter Canaan. Having named Eleazar the priest and Joshua as the overseers of the land's division, God now directs that one leader from each of the nine and a half tribes receiving territory west of the Jordan be appointed to help distribute it.
