Paul writes from prison to the church at Philippi and is explaining why he sends Timothy rather than another coworker. In verse 20 he has just said that no one else genuinely cares for the Philippians' needs, and verse 21 gives the reason: the others pursue their own interests rather than those of Jesus Christ.
