Romans 5:13 meaning and explanation
For sin was in the world before the law was given; but sin is not taken into account when there is no law.

Paul has just said that death spread to all people because all sinned, and here he anticipates an objection about those who lived before the law of Moses. Sin was already present in the world during that time, but where there is no law, sin is not counted as a transgression.
