Now if we died with Christ, we believe that we will also live with Him.

Paul is speaking to believers in Rome who had been baptized into Christ. Having argued in verses 3 to 7 that baptism unites us with Jesus in His death and burial, he draws the conclusion: if we truly died with Christ, then we trust we will also share His risen life.
