Therefore this is what the LORD says: ‘I will return to Jerusalem with mercy, and there My house will be rebuilt, declares the LORD of Hosts, and a measuring line will be stretched out over Jerusalem.’

Zechariah prophesied around 520 BC, after the exiles returned from Babylon and the temple lay unfinished. In this night vision the angel of the LORD has asked how long God will withhold mercy, and God answers with kind and comforting words.
