Zechariah 8:11 is spoken by the LORD through the prophet to the returned exiles in Jerusalem, a "remnant" who had come back from Babylon to rebuild the temple. In the preceding verses God recalls the hard years before the rebuilding began, when work brought no wages and travel was unsafe.
