Explanation preview
The LORD is speaking through the prophet Zephaniah in the late seventh century BC, addressing Moab and Ammon, Israel's neighbors east of the Jordan. Verse 10 draws the conclusion from the sentence just announced in verse 9: their land will become a wasteland.
