“All this,” said David, “all the details of this plan, the LORD has made clear to me in writing by His hand upon me.”

David is speaking to Solomon and the assembled leaders of Israel, handing over the plans for the temple he was not allowed to build. The Hebrew word here is bakatav, "in writing," and David credits the LORD's hand upon him, the same language used of prophets.
