Then the Assyrians called out loudly in Hebrew to the people of Jerusalem who were on the wall, to frighten and terrify them in order to capture the city.
2 Chronicles 32:18, Berean Standard Bible
Explanation preview
The Assyrian envoys, sent by Sennacherib while he besieged Lachish, stand outside Jerusalem's wall and shout in Hebrew so that the ordinary people on the wall, not just the king's officials, will hear and understand. Their aim is psychological: to frighten and terrify the defenders into surrender before the siege even begins.
