Then the LORD said to Moses, “Come up to Me on the mountain and stay here, so that I may give you the tablets of stone, with the law and commandments I have written for their instruction.”

Explanation preview
After the covenant is ratified with blood and the elders eat in God's presence, the LORD summons Moses further up Sinai to stay in the cloud. The tablets of stone are not a new law but the written record of what God has already spoken, given so Israel can be taught and governed by it.
