Then Moses turned and went down the mountain with the two tablets of the Testimony in his hands. They were inscribed on both sides, front and back.

Moses has been on Mount Sinai receiving the law while Israel waits below. Having secured the LORD's relenting after the golden calf (verses 11 to 14), he turns to descend, carrying the two tablets of the Testimony, so called because they record God's covenant stipulations and witness against the people.
