And he said to the elders, “Wait here for us until we return to you. Aaron and Hur are here with you. Whoever has a dispute can go to them.”

Moses is about to climb Mount Sinai to receive the stone tablets, so before he leaves he gives instructions to the elders who had worshiped at a distance. They are to wait for his return, and anyone with a dispute should bring it to Aaron and Hur, who remain in charge of the camp.
