Explanation preview
After Israel's sin with the golden calf, God told Moses He would send an angel to drive out the nations but would not go with the people Himself, since their stubbornness might provoke Him to destroy them (verses 3 and 5). Moses had pitched the Tent of Meeting outside the camp, and there God spoke with him face to face as a friend.
