Then he spread the tent over the tabernacle and put the covering over the tent, just as the LORD had commanded him.

Moses is speaking and acting here, following the LORD's instructions in verses 1 to 15 for setting up the tabernacle on the first day of the first month of the second year. Having laid the bases, frames, crossbars and posts, he now spreads the tent over the structure and adds its covering, the outer layer that protected the dwelling from weather.
