The writer is arguing that Jesus belongs to a different priesthood than the Levitical priests who served in the Jerusalem temple. If Jesus were physically on earth, he could not serve as a priest under the law of Moses, since that role belonged to the tribe of Levi, and Jesus came from Judah.
