And the entire vision will be to you like the words sealed in a scroll. If it is handed to someone to read, he will say, “I cannot, because it is sealed.”

Explanation preview
Isaiah has just announced that the LORD has poured a spirit of deep sleep on Jerusalem, shutting the eyes of prophets and seers (verses 9 and 10). Now the whole vision given to Isaiah becomes like a sealed scroll: even a literate person cannot read it because the seal is unbroken, and an illiterate person cannot read it at all.
