For the LORD has poured out on you a spirit of deep sleep. He has shut your eyes, O prophets; He has covered your heads, O seers.

Explanation preview
Isaiah is speaking to Jerusalem, called Ariel, and to her prophets and seers. Because the people honored God with their lips while their hearts were far from him, the Lord responds by pouring out on them a spirit of deep sleep, a heaviness that dulls their perception.
