The humble will increase their joy in the LORD, and the poor among men will rejoice in the Holy One of Israel.

Isaiah has just promised that the sealed scroll will be opened and that the deaf will hear and the blind see (verse 18). In that day of restoration, the humble and the poor, the people the powerful had overlooked, will find their joy not in better circumstances but in the LORD himself.
