For those who harvest grain will eat it and praise the LORD, and those who gather grapes will drink the wine in My holy courts.”

In verse 8 the LORD swore by His right hand that He would never again give Zion's grain to enemies or let foreigners drink the wine she worked for. Verse 9 states the positive side of that oath: the harvesters themselves will eat the grain and praise the LORD, and the grape gatherers will drink the wine in His holy courts.
