On that day the LORD will whistle to the flies at the farthest streams of the Nile and to the bees in the land of Assyria.

Isaiah has just told King Ahaz that Assyria will be the instrument of judgment on Judah (verse 17). Here the prophet pictures the LORD whistling, as a beekeeper or farmer might summon insects, and the flies of Egypt and bees of Assyria come at his call.
