So the prophet Jeremiah spoke to all the people of Judah and all the residents of Jerusalem as follows:

Jeremiah 25 opens by dating the prophet's message to the fourth year of King Jehoiakim, the same year Babylon's King Nebuchadnezzar rose to power. This verse simply reports that Jeremiah delivered the word to the whole population of Judah and to those living in Jerusalem, not to a select group.
