The LORD of Hosts has sworn by Himself: “Surely I will fill you up with men as with locusts, and they will shout in triumph over you.”

The LORD speaks through Jeremiah against Babylon, the empire that destroyed Jerusalem and its temple. Having described Babylon as a golden cup that made the nations drunk (verse 7), God now swears an oath by Himself, since there is no one greater to swear by.
