You who dwell by many waters, rich in treasures, your end has come; the thread of your life is cut.

The LORD addresses Babylon directly in the middle of a long oracle of judgment delivered through Jeremiah. Babylon sat on the Euphrates with canals and moats, so "many waters" describes both her literal defenses and, in the prophets' imagery, her wealth and trade.
