Jeremiah 51 is a long oracle announcing Babylon's fall, spoken by the prophet to a people who had been crushed by Babylon's empire. In verse 42 the sea is an image of invasion: the armies coming against Babylon are pictured as floodwaters rising over the city, so that she is submerged in turbulent waves.
