Jeremiah instructs Seraiah, a quartermaster who traveled to Babylon with King Zedekiah in the fourth year of his reign, to read aloud the scroll of oracles against Babylon once he arrived. The reading was a public act of witness: God's word was proclaimed in the heart of the empire it condemned, before judgment fell.
