The LORD is speaking through the prophet Joel to Tyre, Sidon and Philistia, coastal trading powers that profited from Judah's downfall. Verse 6 charged them with selling Judean captives to the Greeks, and here God answers: he will rouse those exiles from the places they were sold to and bring the slave traders' own payment back on their heads.
