Annas had already questioned Jesus about his disciples and his teaching, and when Jesus answered that he had spoken openly in synagogues and at the temple, an officer struck him for it. Annas was the former high priest and the father-in-law of Caiaphas, who held the office that year, so this sending on was a transfer from a preliminary hearing to the man who would formally try the case.
