Joshua 21:4 meaning and explanation
The first lot came out for the Kohathite clans. The Levites who were descendants of Aaron the priest received thirteen cities by lot from the tribes of Judah, Simeon, and Benjamin.

The Levites had no tribal territory of their own, so the family heads came to Eleazar, Joshua and the tribal leaders at Shiloh to claim what the LORD had commanded through Moses. The lot, cast before God, settled which clans received which cities.
