You are to keep My statutes and carefully observe My judgments, so that you may dwell securely in the land.

The LORD is speaking to Moses on Mount Sinai, and through him to the Israelites who will soon enter Canaan. Verses 18 and 19 sit at the close of the laws about the Sabbath year and the Jubilee, which promised that the land would feed its people even while it rested.
