Zechariah is an elderly priest serving alone in the temple at the hour of incense, while the congregation prays outside. Luke has just introduced the angel who appears at the right side of the altar, and Zechariah's reaction is the ordinary human response to a heavenly messenger, not a sign of weak faith.
