Which of you, wishing to build a tower, does not first sit down and count the cost to see if he has the resources to complete it?

Jesus is speaking to the large crowds traveling with Him, and He has just said that following Him means carrying a cross and giving up everything. This verse draws on ordinary building work: someone planning a tower, perhaps a watchtower for a vineyard, first sits down and works out whether there is enough to finish it.
