“Behold, the virgin will be with child and will give birth to a son, and they will call Him Immanuel” (which means, “God with us”).

Matthew quotes Isaiah 7:14 to show that Jesus' birth fulfilled what God had long promised. In Isaiah's day the sign was given to King Ahaz during a national crisis, but Matthew sees its fuller meaning in the child conceived by the Holy Spirit.
