Jesus is speaking to the twelve apostles as he sends them out, warning in verses 17 and 18 that they will be handed over to councils, flogged in synagogues, and brought before governors and kings as witnesses. Verse 19 addresses that moment of arrest and trial: they are not to rehearse a defense or worry about what to say.
