Jesus has been traveling through Galilee teaching and healing, and in verse 36 He looks at the crowds with compassion because they are harassed and helpless, like sheep without a shepherd. He tells His disciples the harvest is plentiful but the workers are few, then in verse 38 He directs them to ask the Lord of the harvest to send out workers.
