For behold, the LORD comes forth from His dwelling place; He will come down and tread on the high places of the earth.

Micah speaks as a prophet in Judah during the reigns of Jotham, Ahaz and Hezekiah, and in verse 2 he calls the whole earth to listen because the Lord is about to testify against his people. Verse 3 pictures God leaving his heavenly dwelling and descending in judgment.
