These words come from God to Moses at the end of the Baal of Peor crisis, when Israelite men had been drawn into Moabite and Midianite worship and sexual sin, and a plague had killed twenty four thousand. Verse 18 gives the reason: the Midianites had deliberately enticed Israel into that idolatry, and Cozbi, a Midianite chief's daughter, was among those killed.
