Moses is speaking to Israel’s judges after the people camped at Shittim have joined Moabite women in sexual immorality and in sacrifices to Baal of Peor. The LORD has just ordered the leaders executed, and Moses now passes the task down to the judges, the men responsible for settling disputes and keeping order among the tribes.
