The psalmist speaks as one of the servants who stand in the house of the LORD, calling the gathered worshipers to praise. His claim is personal as well as corporate: "I know." It rests on what the psalm goes on to describe, the LORD who does all that pleases Him in heaven, earth and sea, who brought Israel out of Egypt and gave them the land.
