Paul is building a chain of questions about how anyone comes to faith: calling requires believing, believing requires hearing, hearing requires a preacher, and preaching requires being sent. He then quotes Isaiah 52:7, where a messenger runs to Zion with news that God reigns, and his feet are called beautiful because of the message he carries.
