Then Jehu sent word throughout Israel, and all the servants of Baal came; there was not a man who failed to show. They entered the temple of Baal, and it was filled from end to end.

Jehu, the newly proclaimed king of Israel, has already destroyed Ahab's household and now turns to the worship of Baal. In verse 18 he announced a great sacrifice to Baal, but the narrator tells us plainly that he was acting deceptively to gather Baal's servants in one place.
