For Assyria will be shattered at the voice of the LORD; He will strike them with His scepter.

Explanation preview
Isaiah has just described the LORD coming in judgment (verses 27 to 30), and here he names the target: Assyria, the empire that had swallowed the northern kingdom and now threatened Jerusalem. The "voice of the LORD" is the same voice that thundered at Sinai, and it alone shatters Assyria, no human army required.
