And with every stroke of the rod of punishment that the LORD brings down on them, the tambourines and lyres will sound as He battles with weapons brandished.

Isaiah has just announced that Assyria, the great power threatening Jerusalem, will be shattered by the LORD's voice. In verse 32 the prophet pictures each blow of God's punishing rod falling on Assyria, and with every stroke the sound of tambourines and lyres rises.
