In this verse the LORD explains what will happen to the nations that drink from the cup of His wrath, which Jeremiah holds out to them in a symbolic act (verses 15 and 17). Drinking stands for receiving judgment; the staggering and madness picture people reeling under the terror of war, since the sword God sends is the invading army.
