The LORD speaks through Jeremiah in a long oracle against Babylon, and here He pauses to name Israel's suffering plainly. Israel is pictured as a flock scattered by lions: Assyria devoured the northern tribes first, and Nebuchadnezzar of Babylon later crushed what remained, carrying Judah into exile.
